How Multi-Network SIMs Work

Understanding how multi-network SIMs work reveals why they are the most resilient form of mobile connectivity available for IoT and business applications.

At its core, a multi-network SIM operates on the same principle as international roaming when you take your phone abroad, but it applies this logic domestically.

The PLMN List

Every SIM card contains a microchip holding a Public Land Mobile Network (PLMN) list. This is essentially a list of allowed networks.

The Connection Process

When a device equipped with a multi-network SIM boots up, it initiates a “Network Search.”

  1. The Scan: The device’s modem scans all supported frequency bands, listening for the broadcast signals of local cell towers.
  2. The Handshake: The device reports the available networks back to the SIM.
  3. Authentication: The SIM checks the available networks against its PLMN list. If it finds authorized networks (e.g., it sees an O2 mast and an EE mast), it requests a connection.
  4. The Home Location Register (HLR): The mast contacts the core network to verify the SIM’s identity. Because the multi-network SIM has roaming agreements in place, the core network authenticates the SIM and grants access to the data pipeline.

The Magic of “Unsteered” Roaming

The most critical aspect of how high-quality multi-network SIMs work is that they are unsteered.

Many cheap roaming SIMs are “steered,” meaning they are programmed with a commercial bias. The SIM will force the device to connect to Network A (because it is cheaper for the provider) even if Network B has a much stronger signal.
